Tvitec’s €190M El Bierzo Glass Plant Declared Priority Industrial Project, Targeting 300 Jobs and Low-Carbon Production

The Regional Government of Castile and León has granted Priority Industrial Project (PIP) status to Tvitec for its planned new float glass plant in Cubillos del Sil (El Bierzo, León), marking one of the largest industrial investments currently underway in the region.

The project involves an estimated investment of approximately €190 million and is designed as a large-scale, vertically integrated glass production facility. Once operational, it is expected to generate 250–300 direct jobs, primarily high-skilled positions such as industrial engineers, process automation technicians, quality control specialists, and laboratory analysts. In parallel, the plant is projected to create around 1,000 indirect and induced jobs, spanning logistics operators, equipment maintenance providers, raw material suppliers, construction-linked services, and regional subcontractors.

The facility will be located in a designated Just Transition Zone, an area heavily affected by the decline of coal mining and the closure of the Compostilla thermal power plant. The regional government has positioned the project as a flagship example of industrial reconversion, aiming to replace traditional extractive activity with advanced manufacturing anchored in sustainability and long-term employment.

Technologically, the plant will feature a hybrid melting furnace system, one of its most advanced components. The furnace will be capable of operating with a flexible energy mix including natural gas, oxygen combustion, and an increasing proportion of green hydrogen, depending on availability and scaling. This system will be combined with a high share of recycled glass (cullet), significantly reducing raw material extraction and lowering overall energy intensity per ton of glass produced.

The expected outcome is a substantially reduced CO₂ footprint, positioning the facility among the lowest-emission glass production sites in Southern Europe and aligning with anticipated EU decarbonization targets for 2030.
