MVRDV has secured the international competition for the Shift Embassy, unveiling Rotterdam ROCKS!, a highly sculptural mixed-use cultural destination that reinterprets the relationship between architecture, landscape and urban ecology. Positioned within Rotterdam’s future Waterkant waterfront district, the proposal abandons the conventional high-rise typology in favour of a stratified geological composition that functions simultaneously as a public landscape, biodiversity infrastructure and immersive cultural venue.

The building massing is generated through seven monolithic, irregularly stacked volumes, creating a porous architectural composition organised around three independent circulation systems. Two internal “cave” routes separate the 5,000 m² Elysium immersive exhibition from the hospitality programme, while a continuous external promenade ascends the sculpted façade via a sequence of planted terraces, culminating in a publicly accessible observation platform overlooking the Maas. This multi-layered circulation strategy transforms the building envelope into an active public realm rather than a static façade.

A defining architectural feature is the project’s three-dimensional ecological envelope. Instead of relying on conventional green walls, the façade incorporates deep recesses, cavities, micro-topographies and substrate pockets engineered to retain soil, capture rainwater and support spontaneous vegetation. These integrated ecological niches establish habitats for birds, insects and pollinators while vertically extending the adjacent tidal park across the entire building mass, reinforcing biodiversity within a dense urban environment.

Internally, the programme integrates a 200-room hotel, educational facilities, flexible event spaces, community functions, food venues, restaurants and panoramic viewing areas within the stacked rock formations. The architecture prioritises spatial continuity between interior and exterior environments, dissolving the boundary between building and landscape through interconnected terraces, planted plateaus and elevated public spaces.

The project also positions construction itself as an architectural research platform. The Shift Embassy will operate as a living demonstrator for low-carbon construction, systematically documenting structural systems, material selections and embodied carbon reduction strategies throughout procurement and delivery. The objective is to evaluate scalable approaches to regenerative construction while providing an openly accessible knowledge base for the wider building industry.

As the cultural anchor of the Waterkant masterplan, which will deliver 3,750 new residential units, educational facilities, maker spaces, a multimodal transport hub, commercial programmes and public amenities, Rotterdam ROCKS! represents an ambitious synthesis of landscape urbanism, biophilic design, environmental engineering and experiential architecture, establishing a new benchmark for ecology-driven civic development.
