The Albanian government has advanced plans for the redevelopment of the Palace of Congresses in Tirana, launching a competitive process that has attracted several internationally recognized architecture, engineering and design firms. As part of the ongoing selection phase, five competing teams have presented their concepts for transforming the landmark venue while preserving the identity of the existing building.
The Palace of Congresses is one of Albania’s most prominent public and event facilities, serving for decades as a venue for conferences, exhibitions, cultural performances and state events. The redevelopment initiative seeks to modernize the complex, increase its operational capacity and introduce new commercial and public functions capable of supporting the building’s long-term sustainability.

A central requirement of the project is the preservation of the architectural character of the current structure. At the same time, participants have been asked to explore opportunities for expanding the site’s functionality, improving visitor experience and creating a more dynamic destination within the capital city.

Among the teams presenting proposals is a consortium led by ARCHI-TECTONICS, working alongside Edil AL-IT sh.p.k., Edil-AL and PNI-2001 sh.p.k. The group presented its vision for upgrading the existing complex while integrating contemporary architectural solutions and additional functional spaces.

Another proposal was submitted by an international team led by MVRDV B.V., the Dutch architecture practice known for its innovative urban and public projects. The consortium also includes AEI Progetti Srl, IRI sh.p.k., Jason Bruges Studio Ltd, Charcoalblue International Ltd, Arup Engineering Trading as Ove Arup & Partners Ireland Ltd and Bami Holding sh.p.k. Together, the team outlined its approach for transforming the venue into a modern hub for conferences, cultural events and public engagement.

A further proposal was presented by a consortium led by Perrault Architecture SASU and architect Pierre Antoine Gatier. The team also includes Tharm Architecture, Altitude 35, Ove Arup & Partners Ireland Ltd, Huesco Records, Concord Investment sh.p.k., Gruppo Koni sh.p.k., architect Olsi Plasa and Alda Yzeiraj. Their concept focuses on balancing heritage preservation with the introduction of new opportunities for public use, hospitality and commercial activity.

Studio Gang, the internationally recognized architecture firm founded by architect Jeanne Gang, is also participating in the competition. Its proposal was developed in partnership with Gener 2 sh.p.k., AD-STAR sh.p.k., Digi Print, Besart Papa and Rudina Papavasili. The consortium presented a concept aimed at enhancing the visibility, accessibility and functionality of the Palace of Congresses while adapting it to contemporary demands.

The presentations represent a significant milestone in the redevelopment process and highlight the level of international interest generated by the project. By bringing together leading architects, engineers, designers and local development partners, the competition seeks to identify a solution capable of preserving one of Albania’s most recognizable public buildings while preparing it for future generations.
Once a winning proposal is selected, the redevelopment of the Palace of Congresses is expected to become one of the most significant architectural and urban transformation projects undertaken in Tirana in recent years, combining cultural heritage, modern infrastructure and commercial development within a single destination.
