The International Code Council (ICC) has expanded its technical advisory capabilities through the acquisition of Code Concepts Group LLC, a Michigan-based consultancy specializing in fire and building code advisory services, technical consulting, and professional training. The acquisition is designed to strengthen ICC’s ability to support jurisdictions, manufacturers, designers, and industry stakeholders facing increasingly complex code compliance challenges driven by emerging technologies.
A key part of the acquisition is the appointment of Michael O’Brian as Senior Vice President of Advisory Services. O’Brian brings more than 30 years of experience spanning the fire service, emergency management, building and fire code enforcement, and technical consulting. In his new leadership role, he will oversee the expansion of ICC’s advisory services while providing expert guidance on evolving regulatory and life safety issues.
O’Brian is widely recognized within the code development community, having served for more than eight years as Chair of ICC’s Fire Code Action Committee. He also played a significant role in developing recommendations for the ICC Ad-Hoc Battery and Energy Storage Systems Committee, contributing to updates in the International Codes addressing the rapid growth of battery manufacturing and energy storage technologies.
ICC Chief Executive Officer John Belcik said the acquisition provides immediate access to specialized expertise in critical areas such as energy storage systems (ESS) and advanced battery manufacturing, sectors experiencing rapid expansion worldwide. According to Belcik, these industries require sophisticated guidance to ensure projects meet the highest standards of fire prevention, life safety, and regulatory compliance.
