The future of a glass manufacturing plant in Wigan, UK, is hanging in the balance as Nippon Electric Glass (NEG) initiates a strategic review of its composites business, Electric Glass Fiber UK.

This move casts a shadow over the facility, which produces fiberglass crucial for reinforcing plastics used in wind turbine blades and electric cars – key components in the burgeoning renewable energy and electric vehicle sectors.

NEG cites a “challenging competitive environment” marked by escalating costs for raw materials, energy, and logistics, compounded by a slump in sales, as the driving force behind the review. This perfect storm has significantly impacted the profitability of the UK-based composites arm. The latest financial accounts reveal a stark contrast, showing a loss of £3.47 million in 2023, a significant downturn from the £7.4 million profit recorded in 2022. The company attributes this decline not only to rising operational costs but also to “lower customer demand resulting from competition from Chinese imports.”

The two-month strategic review will explore a range of options for the Electric Glass Fiber business. This includes the potential sale of the business or the formation of strategic partnerships aimed at bolstering its competitive position. The urgency stems from the company’s desire to “recover performance,” suggesting a proactive approach to addressing the current challenges.

However, the possibility of closure looms large should NEG fail to secure a viable partner or buyer. This outcome would represent a significant blow to the local economy in Wigan, potentially resulting in job losses and impacting the supply chain for critical components in the green technology sector.

The situation underscores the pressures facing manufacturers in the UK, particularly those competing in a global market where cost-effectiveness is paramount. The impact of imported goods, coupled with fluctuating energy prices and supply chain disruptions, is clearly taking its toll.

The coming weeks will be crucial as NEG evaluates its options. Stakeholders will be keenly watching for any announcements regarding the future of the Wigan plant and the potential implications for the UK’s manufacturing landscape. The outcome will serve as a bellwether for the broader challenges facing businesses in the region as they navigate an increasingly competitive and volatile economic climate.

NovaSklo is a project of EFI Group, a Ukrainian investment company, aimed at constructing Ukraine’s first large-scale, modern float glass manufacturing facility. This initiative is poised to attract strategic investment into the country’s industrial development, even amid the ongoing war. The project has a planned investment of €240 million and is expected to create over 300 jobs in its first year.

The project’s financing structure includes investments from EFI Group’s own funds, partners and international credit financing. Specifically, a loan covering 85% of the production equipment cost, amounting to approximately €97 million, will be provided by a bank under the guarantees of Germany’s Export Credit Agency.

A Game-Changer for Ukraine’s Glass Industry

“NovaSklo is not just a factory—it symbolizes Ukraine’s new industrial future. We are among the few in the country building production facilities from scratch with no existing analogs, pioneering the introduction of cutting-edge technologies in our sector. I believe NovaSklo will become a benchmark for efficient, high-tech, and competitive manufacturing.

Glass production is one of the most complex industries, and the risks are enormous. That is why we carefully selected the best technologies and partners. We have chosen the best German technology and equipment from HORN Glass Industries, which will be made entirely of the world’s finest refractories, top-quality rollers, a state-of-the-art furnace, and a cutting-edge lehr — all manufactured directly in Germany. We have assembled an international team of experts with direct experience in launching float glass plants, who have already worked with us for a year. Importantly, we have secured a guarantee that the equipment manufacturer’s specialists will remain on-site for a year and a half after the plant’s launch, ensuring a successful start-up, fine-tuning of operations, and comprehensive staff training to maintain the highest product quality.

Thanks to our strategic location, access to high-quality quartz sand, and support from international financial institutions, NovaSklo will be built faster, more efficiently, and will become a key driver of Ukraine’s industrial independence,” said Igor Liski, Founder of EFI Group and lead investor in NovaSklo.

Igor Liski, founder EFI Group, investor NovaSklo

Before Russia’s full-scale invasion, Ukraine consumed 32 million m² of glass annually. By 2023, this figure had dropped to 19.6 million m². NovaSklo’s first production line will have an annual capacity of 25 million m² — less than pre-war demand. With Ukraine’s reconstruction efforts underway, the company anticipates future demand to reach 45 million m², prompting plans for a second production line. The main consumers of this glass will be manufacturers of windows, facades, and related products. This project will establish Ukraine’s glass manufacturing sector and also stimulate the growth of small and medium-sized enterprises and local communities.

A Global Investment Opportunity

“The investment potential of this plant is global. We will produce high-value coated glass, which is increasingly in demand worldwide due to trends in light and sustainable construction. NovaSklo will manufacture clear float glass with enhanced transparency (mid and low iron extra-clear glass) and coated glass, including solar control (to reduce heat absorption) and low-emission coatings (to improve insulation) from the first year of operation. Additionally, we plan to produce multifunctional glass, mirror substrates, laminated architectural glass, and extra-large format glass panels (Jumbo XXL up to 12 meters). These innovations will expand possibilities for architects and contribute to Ukraine’s high-quality, energy-efficient reconstruction.

Currently, Ukraine is entirely dependent on imported glass. NovaSklo will reduce reliance on foreign suppliers, making the domestic market more resilient and competitive,” emphasized Olga Batova, CEO of investment company EFI Group. The plant construction will involve leading German manufacturers supplying state-of-the-art equipment and technologies, fostering industrial innovation, further integrating Ukraine’s economy into the European market.

The ongoing reconstruction of Ukraine presents a monumental challenge, demanding vast resources and materials.

Among the most critical is glass, a ubiquitous component in residential, commercial, and infrastructural rebuilding. Paradoxically, despite possessing abundant raw materials, Ukraine has historically relied heavily on glass imports, a situation exacerbated by the war. Understanding this dependence and charting a path toward domestic glass production is crucial for the nation’s recovery.

For years, the Ukrainian glass market was flooded with cheaper imports from Russia and Belarus. This seemingly illogical situation – exporting raw sand while importing finished glass products – stemmed from several interconnected factors:

Energy Dependence: Glass production is an energy-intensive process. Rising energy prices in recent years rendered Ukrainian production uncompetitive. As Olena Shulyak, Chair of the Committee on the Organisation of State Power, Local Self-Government, Regional Development and Urban Planning, noted, “Glass production is an extremely energy-intensive process. The cost of gas, which has only been rising in recent years, has a significant impact on the cost of production. This made our production uncompetitive even before the war.”

Technological Gaps: Ukrainian glass manufacturers lacked the modern equipment necessary to produce high-quality float glass, the industry standard for modern construction. This technological deficit further hampered competitiveness.

Investment Challenges: Establishing a modern glass production facility is a capital-intensive undertaking, requiring significant investment that historically proved difficult to attract.

The Urgent Need for Domestic Production

The full-scale war has intensified the need for domestic glass production. The massive scale of reconstruction – encompassing homes, schools, hospitals, and critical infrastructure – necessitates enormous quantities of glass. Continued reliance on imports exposes Ukraine to volatile global markets, price fluctuations, and potential supply chain disruptions, hindering the pace of recovery.

Prospects for a Resurgent Industry

Ukraine possesses the fundamental assets required for a thriving glass industry: substantial reserves of raw materials, a sizable domestic market, and a skilled workforce. However, realizing this potential requires addressing key challenges:

Energy Security: Reliable and affordable energy is paramount. Investing in energy efficiency measures within glass production facilities and securing diverse energy sources are crucial for long-term viability.

Investment Attraction: Creating a favorable investment climate is essential. This includes streamlined regulatory processes, tax incentives, and guarantees against political and economic risks to attract both domestic and international investment.

Governmental Support: Targeted government policies are needed to support the development of the glass industry. This could encompass direct financial assistance, infrastructure development (including access to reliable transportation networks), and collaboration with research institutions to enhance technological capabilities.

In conclusion, developing a robust domestic glass production sector is not merely desirable; it’s essential for Ukraine’s post-war reconstruction. By addressing the challenges outlined above, Ukraine can leverage its existing resources and create a thriving industry, reducing reliance on imports, bolstering its economy, and ensuring a swifter and more resilient recovery.

Until these goals are achieved, we recommend that processors from the Balkans concentrate their efforts in Ukraine and maintain a presence there!

Ukraine’s post-war reconstruction efforts face a significant challenge in meeting the country’s window glass demands.

With an estimated need of around 290 million square feet of window glass, the lack of domestic production facilities has become a pressing issue, despite the availability of essential raw materials such as silica sand and quartz.

The absence of a robust window glass production industry in Ukraine has forced the country to rely heavily on imports, primarily from European sources. This shift in supply chains has resulted in increased demand and prices, with window glass costs rising by 10-15%. As the reconstruction efforts gain momentum, the need for a reliable and cost-effective source of window glass becomes increasingly critical.

Establishing float glass production in Ukraine, the predominant method for producing high-quality window glass, requires substantial investment, estimated to range from hundreds of millions to billions of dollars. However, past attempts to establish such production facilities have been thwarted by financial and strategic obstacles, including bankruptcy and lack of funding.

The potential benefits of domestic window glass production in Ukraine are significant. It could create an estimated 100,000 jobs, generate $1.5 billion in tax revenue, and retain $16 billion in added value within the country’s economy. This would not only bolster Ukraine’s economic recovery but also reduce its reliance on imports and potentially provide opportunities for exports to neighboring markets.

Despite these potential benefits, the challenges in launching Ukraine’s window glass production are multifaceted. The financial and logistical hurdles involved in constructing and operating a large-scale float glass production facility are substantial. Additionally, the country’s current economic and political climate, the availability of funding, and the ability to attract foreign investment all play crucial roles in determining the feasibility and timeline of this endeavor.

To overcome these obstacles, a comprehensive strategy and a concerted effort from both the public and private sectors will be necessary. This may involve exploring alternative glass production methods, securing financial support from international organizations and investors, and fostering partnerships with experienced industry players. Additionally, the government’s role in providing a stable regulatory framework, incentives, and infrastructure support will be crucial in attracting the necessary investments and facilitating the establishment of a domestic window glass industry.

As Ukraine embarks on its post-war reconstruction journey, the development of a robust window glass production capability should be a top priority. By addressing this challenge, Ukraine can not only meet its immediate reconstruction needs but also lay the foundation for a more self-sufficient and sustainable construction materials industry, contributing to the country’s long-term economic resilience and prosperity.

Vetropack Restarts Glass Packaging Production in Ukraine, Bringing Hope and Support

Leading European glass packaging manufacturer Vetropack is making a cautious return to full production at its Ukrainian site, PrJSC Gostomel near Kyiv. Following extensive clean-up work and repairs due to severe damage from a military attack in 2022, Vetropack is heating up one of its remaining furnaces, marking a significant milestone towards recovery.

Resuming Production and Supporting the Workforce

With the resumption of production, Vetropack is ready to address potential new crisis scenarios while ensuring the well-being of its workforce. The company has established a foundation to provide financial aid to Ukrainian colleagues profoundly impacted by the war, demonstrating its commitment to supporting those affected.

Progress and Expansion

As of 25 May, the first melting furnace is being brought up to temperature and will soon be filled, marking a crucial step towards the production of new glass, expected to commence in June. Vetropack will initially focus on producing white glass for food and drinks, aligning with the growing demand in the domestic market. The company anticipates a seven percent increase in demand for glass packaging in 2023 compared to 2022, which aligns with its production capacity. The heat-up of the second furnace is planned to follow shortly.

Ensuring Energy Supply and Emergency Preparedness

Protecting the workforce remains a top priority for Vetropack. The site has implemented various engineering scenarios to ensure energy supply during blackouts, including the remodeling of the electrical distribution system and the installation of additional generators. Contingency plans have also been put in place to address potential gas supply disruptions.

Rebuilding and Restoring Employment

Prior to the war, Vetropack operated three furnaces and eight production lines at the Ukrainian site, producing a diverse range of glass packaging. Unfortunately, due to the severe damage sustained, production had to be halted, leading to a significant reduction in jobs. However, Vetropack’s commitment to revitalizing the site has resulted in the hiring of 139 new employees, primarily former staff, to resume production and contribute to the region’s recovery.

Vetropack Foundation Gostomel: Providing Aid and Support

In a remarkable display of solidarity, Vetropack established the Vetropack Gostomel Foundation to provide assistance to employees who experienced severe loss or injuries. Generous donations from employees, business partners, and customers amounted to CHF 960,000 within a few months. The foundation has already begun disbursing funds, supporting more than 50 employees by April 2023.

With determination and resilience, Vetropack is making a triumphant return to the Ukrainian market, supporting its employees and playing a vital role in rebuilding the region’s glass packaging industry.
