AGC Glass Europe has taken a significant step toward decarbonising flat glass manufacturing with a major energy transition project at its float glass plant in Seingbouse. The initiative combines waste-heat recovery and large-scale solar power generation, reducing the site’s carbon footprint while strengthening long-term energy security.

At the core of the project is a 1.3 MW Organic Rankine Cycle (ORC) system, developed in partnership with E.ON, which captures residual heat from the glass manufacturing process and converts it into CO₂-neutral electricity. This technology enables AGC to reuse energy that would otherwise be lost, improving overall efficiency without altering production quality.

AGC Advances Glass Decarbonisation at Seingbouse Float Plant in France

In parallel, AGC has installed an extensive photovoltaic power plant covering 27,000 m² across the factory’s premises. A first solar installation of 2.7 MWc was completed in 2024, followed by a second 5.1 MWc system that became operational at the beginning of 2026. Together with the ORC unit, these systems generate approximately 15 GWh of decarbonised electricity per year, supplying a substantial share of the site’s energy demand.

The project is structured as a long-term Power Purchase Agreement (PPA), under which E.ON financed, built, and operates the installations, selling the electricity to AGC at a fixed price. This model eliminates upfront investment for AGC while protecting the plant from energy price volatility.

AGC installed an extensive photovoltaic power plant covering 27,000 m²

Supported by the French government under the France Relance programme and operated by ADEME, the Seingbouse project builds on a long-standing AGC–E.ON collaboration and demonstrates how industrial glass manufacturing can combine competitiveness with measurable emissions reduction, avoiding around 900 tonnes of CO₂ annually.

Earlier this week, a significant event unfolded as Glass Alliance Europe convened an insightful discussion focused on the critical role of the Clean Industrial Deal in supporting the decarbonisation and competitiveness of the glass industry. This gathering brought together key stakeholders to explore the challenges and opportunities presented by Europe’s ambitious climate goals.

Representing Glass for Europe, Chairman Mr. Davide Cappellino from AGC Glass Europe participated in a substantive discussion alongside Mr. Kurt Vandenberghe from DG CLIMA, Ms. Elena Donazzan from the European Parliament, and Mr. Giovanni Puri Purini. During this exchange, they highlighted a crucial point: the technology required for the full decarbonisation of flat glass production is not yet readily available at an industrial scale. This observation served as a catalyst for a comprehensive dialogue on the future trajectory of the EU Emissions Trading System (ETS), a cornerstone of European climate policy.

The event served as a platform to articulate several key policy proposals aimed at facilitating the industry’s transition. These proposals included the imperative of ensuring access to low-carbon energy sources, the necessary infrastructure to support this transition, and a reliable supply of recycled glass, a vital component in reducing the industry’s environmental footprint. Furthermore, attendees stressed the importance of supporting electrification efforts by making the glass sector eligible for indirect cost compensation under the EU ETS. They also advocated for measures to address existing investment gaps, recognizing that significant capital expenditure is required to implement decarbonisation technologies, particularly in areas where solutions are still under development.

A key focus of the discussions was the structure and functioning of the EU ETS. Proposals were put forth to reform the system to guarantee liquidity on the carbon market, ensuring efficient price discovery and predictable investment signals. Crucially, attendees emphasized the need for robust protection against carbon leakage, a phenomenon where production shifts to regions with less stringent climate policies, undermining the effectiveness of EU measures. The concept of creating lead markets for low-carbon European-made products was also discussed, aiming to stimulate demand and provide a competitive advantage for sustainably produced glass. Finally, the importance of timely trade defense measures was highlighted as a necessary safeguard against unfair competition from third countries that do not face comparable carbon costs.

In his concluding remarks, Mr. Bertrand Cazes, Secretary General of Glass for Europe and acting Secretary General of Glass Alliance Europe, underscored the industry’s deep commitment to sustainable practices. However, he also emphasized that significant enabling conditions are still required from policymakers to accelerate the pace of transformation across the sector.

Looking ahead, industry representatives expressed their anticipation for continued dialogue on future relevant legislations. They reiterated the fundamental importance of flat glass products in advancing the EU’s sustainable and industrial objectives, highlighting their crucial role in construction, renewable energy technologies, and various other applications. The overarching message was a call for collaborative efforts to prevent Europe from losing its strategic glass manufacturing capabilities in the face of global competition and the imperative of decarbonisation.

The organizers extended their gratitude to the moderator, speakers, and all participants for their engaging contributions, as well as acknowledging the patronage of the Polish presidency of the Council of the European Union for supporting this important event. This gathering underscored the shared understanding that achieving a green and competitive glass industry requires concerted action from all stakeholders.

A super-boosted furnace for more sustainable production
Following the partial renovation of Furnace 3 in 2022, the complete renovation of furnace No. 1 at the Chalon-sur-Saône site is a key step in the modernization plan for this iconic plant in the Chalon basin. Specializing in the production of clear glass, furnace No. 1 produces iconic bottles from the Burgundy and Bordeaux regions, as well as specialty products for the spirits, still wine, and food markets, distributed locally, nationally, and internationally.

Thanks to this modernization, the furnace benefits from “super-boosted” technology, increasing the share of electricity in its energy mix. This now stands at 25 percent, thus reducing natural gas consumption to 75 percent. This development allows the Chalon-sur-Saône site to reduce its CO₂ emissions by 11 percent, while increasing its electrical melting power.

This is part of Verallia Group’s overall decarbonization strategy, which aims to reduce its CO₂ emissions by 46 percent by 2030 through the deployment of two new technologies: 100 percent electric furnaces, such as the one inaugurated in Cognac in September 2024, and hybrid furnaces planned for Spain in late 2025 and then in Saint-Romain-Le-Puy in 2026, reducing CO₂ emissions by 60 percent and 50 percent respectively.

Chalon-sur-Saône plant: 113 years of local anchorage and industrial expertise
Built in 1912, the Chalon-sur-Saône site is now the Verallia Group’s largest plant. With its 500 employees and three furnaces, the factory produces nearly a billion bottles each year. Recognized for its expertise in white glass, it notably produces the famous “dead leaf” colour, characteristic of Burgundy wines.

Davide Cappellino, Chairman of Glass for Europe, highlighted the urgent need for the flat glass industry to focus on decarbonisation in an opinion piece published in Euractiv.

His article, entitled “Time for the flat glass industry’s decarbonisation efforts to pay off,” draws attention to the significant challenges currently facing the sector and underscores the solutions necessary to accelerate its decarbonisation while maintaining competitiveness.

The backdrop of this discussion is framed by Mario Draghi’s recent report on the Future of European Competitiveness, which asserts that the European Union can successfully navigate its decarbonisation journey while preserving the competitive edge of its industry. However, achieving this dual goal hinges on the EU making fundamental choices in policy and support, a sentiment echoed by Cappellino in his op-ed. The stark reality for the flat glass industry is grim; as Cappellino notes, “2023 saw our sector’s worst year on record, below that of even the COVID-19 pandemic or 2013 crisis.” Despite these challenges, the commitment to meet emission reduction targets remains strong, but realizing this ambition will require swift and decisive action from policymakers.

Currently, the flat glass industry in Europe grapples with several pressing issues, including elevated energy prices that surpass those in the global market, a limited demand for lower carbon glass, and an influx of imports in critical segments such as automotive glass. The promises encapsulated in the European Green Deal have yet to fully materialize, leaving many in the industry apprehensive about the future. While some of these concerns appear to be on the European Commission’s agenda, it remains uncertain how effectively they will be addressed in practice.

Cappellino emphasizes the priorities outlined in the Glass for Europe 2024-2029 Manifesto, which aims to guide the industry through this challenging landscape. These priorities include:

1. Maintaining and Strengthening Europe’s Industrial Base – Ensuring that the domestic manufacturing capacity remains robust is essential for both economic stability and sustainability.
2. Significantly Boosting Window Replacement – This initiative is crucial for improving energy efficiency in buildings, thereby reducing overall emissions.
3. Properly Supporting Energy and Carbon Efficiency in Industrial Processes – Investing in cleaner technologies and practices can lead to substantial reductions in carbon footprints.
4. Incentivizing the Recycling of Old Glazing – Enhancing recycling efforts will minimize waste and promote a circular economy within the glass industry.

As the European Commission gears up for action in the coming months, particularly with the anticipated Clean Industrial Deal expected within the first 100 days of its mandate, clarity regarding its approach will be vital. Glass for Europe is poised to actively contribute to this critical debate, advocating for measures that will not only support the flat glass industry but also align with broader goals of sustainable growth and environmental responsibility.

In conclusion, Cappellino’s op-ed serves as a clarion call for the flat glass industry and EU policymakers to work collaboratively towards a decarbonised future. By addressing economic and environmental concerns together, there lies a promising opportunity to revitalize this sector while committing to the urgent goal of a sustainable and competitive European economy. The time for action is now; the efficacy of our future depends on the decisions we make today.

As I attended my first American Institute of Architects (AIA) Conference in early June, I was struck by the undercurrent of the event.

Beyond the dazzling trade show displays and coordinated outfits, the industry’s key concerns were revealed – from driving architectural decision-making to manufacturing and product development.

Sustainability has reigned as the dominant theme in building industry trade shows for several years now. However, the tone has shifted from hopeful to demonstrably skeptical. Many attendees approached the conference with a sense of cynicism, having been exposed to greenwashed narratives and products unrelated to the sustainability promises.

This mirrors the public’s growing skepticism towards sustainability claims. The message is clear: it’s no longer enough to simply talk the talk. The stakes and expectations have been raised, and the building industry is now being held accountable for tangible actions and demonstrated stewardship.

The demand at AIA was for products that not only perform well but also meaningfully advance the decarbonization of the built world. As a glass manufacturer, we recognized this as a robust topic for learning and exploration. The discussion around the potential return of Brutalism, driven by the need for cost-effective and functional solutions, was particularly thought-provoking.

The impact of not moving fast enough to bring sustainable solutions to market, especially when it comes to glass, will shape our landscape for decades to come. As glass manufacturers, we have a crucial role to play as crusaders for building wellness. By creating products that reduce embodied carbon and meet enhanced performance demands, we can empower architects and designers to embrace the benefits of glass in their designs.

Glaziers, however, are juggling several opposing factors that can make it challenging to find and use paths and products that are better for the environment. From cost-cutting building owners to limited product availability and designer preferences, the road to sustainability is not always smooth.

This is where standards like LEED and WELL, as well as regulations and building codes, can cut through the difficulties. A robust business process management system that provides the right education, training, and access to sustainable products can ensure they are available when needed.

Stephanie Miller

The most inspiring conversations and demands at AIA this year centered on the circular economy. The building community acknowledges that the traditional linear model of “take, make, waste” is no longer sustainable. The shift towards a circular economy, where materials are reused and waste is minimized, is gaining momentum and shaping the industry’s future.

As we navigate this pivotal time, the message is clear: sustainability is no longer a choice, but a necessity. The building industry must demonstrate its commitment to decarbonization, accountability, and stewardship. Manufacturers, designers, and construction professionals must work together to bring innovative, sustainable solutions to the market, ensuring a healthier and more resilient built environment for generations to come.

Breaking News: European Parliament Greenlights Net-Zero Industry Act with Overwhelming Majority!

On November 21, a historic moment unfolded as the European Parliament resoundingly approved the Net-Zero Industry Act, boasting an impressive 376 votes in favor, with 139 opposing and 116 abstentions. This pivotal Act marks a decisive step towards amplifying decarbonisation technologies within the EU and the global market, with a bold objective—manufacturing 40% of the EU’s annual deployment needs in net-zero technologies right here in Europe by 2030.

Glass for Europe Applauds Expanded Scope and Recognition of Key Technologies

In a noteworthy move, Glass for Europe commends the Members of the European Parliament (MEPs) for their forward-thinking approach. The decision to broaden the Act’s scope to encompass the entire supply chain is particularly laudable. Furthermore, the inclusion of energy efficiency technologies, high-efficiency industrial processes, and electrification technologies to the roster of net-zero solutions is a nod to the evolving landscape of sustainable innovation.

This expanded scope not only acknowledges the pivotal role of solar photovoltaic but also underscores the significance of manufacturing high-performance glass for building renovations. Glass for Europe highlights the commendable efforts of flat glass producers in their commitment to reducing CO2 emissions from manufacturing processes.

Next Steps: Council of the EU’s Crucial Role

As the spotlight shifts to the coming weeks, the Council of the EU is poised to finalize its position on the Net-Zero Industry Act. Glass for Europe eagerly anticipates the initiation of interinstitutional negotiations soon after. While celebrating this significant milestone, it’s essential to recognize that the Act is a preliminary stride, necessitating robust and effective support to catalyze manufacturing capacities for net-zero solutions within the EU.

Glass for Europe’s Call to Action: Swift Legislation Ahead of 2024 European Elections

Glass for Europe issues a compelling call for a final legislation agreement well in advance of the 2024 European elections. This agreement must acknowledge energy efficiency technologies as integral net-zero solutions and provide steadfast support to fortify these crucial industrial sectors. It’s time for Europe to take the lead in fostering sustainable industrial investments and fortifying resilience in the face of evolving challenges.
