										<content:encoded><![CDATA[<p><strong>The  <a href="http://www.britglass.org.uk/" target="_blank" rel="noreferrer noopener nofollow">British Glass </a> association has voiced serious concerns regarding the current approach to glass packaging policy costs in Wales, arguing that it creates an unjust financial burden on businesses and threatens the viability of glass as a sustainable packaging choice. </strong></p>
<p>The core of the issue lies in the dual imposition of Extended Producer Responsibility (pEPR) fees and Deposit Return Scheme (DRS) setup and operating costs specifically on glass beverage packaging in Wales.</p>
<p>This scenario contrasts sharply with the rest of the UK, where glass packaging is exempt from DRS costs. This discrepancy creates an uneven playing field, unfairly penalising glass despite its inherently sustainable properties, including its infinitely recyclable nature. While metal and plastic beverage packaging in Wales will incur DRS fees, they are not subject to pEPR fees.</p>
<p>The implications extend beyond simple cost concerns. Businesses have already sold packaging into the Welsh market under the existing fee structure. The unexpected addition of these new costs risks further distorting the market, adding to inflationary pressures, and ultimately discouraging the use of glass in favor of potentially less sustainable alternatives.</p>
<p>As Nick Kirk, Technical Director at British Glass, aptly stated: &#8220;The EPR policy should be applied equally across all four nations. However, in Wales, glass beverage packaging is included in both pEPR and DRS, whilst in the other three nations, packaging included in the DRS, is exempt from pEPR.&#8221; He emphasizes that this inconsistency encourages a shift away from recyclable glass.</p>
<p>To rectify this imbalance, industry leaders are urgently calling for a revision of the Welsh policy to exclude glass from pEPR costs with immediate effect. This would align glass with its competing beverage materials, preventing unnecessary financial burdens and protecting its position as a viable, sustainable packaging option.</p>
<p>This call for change resonates with the broader need to support genuinely recyclable packaging materials that are also well-suited for future reuse schemes. Aligning glass packaging costs across the UK is crucial to:</p>
<p><strong>Protect Businesses:</strong> Ensuring fair and consistent policy application across the UK.<br />
<strong>Promote Sustainability:</strong> Encouraging the use of infinitely recyclable glass.<br />
<strong>Provide Consumer Choice:</strong> Maintaining equal access to a variety of food and beverage products.<br />
<strong>Encourage Environmentally Responsible Choices:</strong> Empowering consumers to make informed decisions based on sustainability, not artificially inflated costs.</p>
<p>The Welsh government should carefully consider the detrimental impact of the current policy and take swift action to ensure a level playing field for glass packaging, ultimately fostering a more sustainable and economically viable packaging landscape for Wales and the UK as a whole. The future of glass as a sustainable packaging material in Wales hangs in the balance.</p>

<p class="wp-block-paragraph">In the ever-evolving landscape of architecture and construction, staying informed is paramount. The August 2023 Architecture Billings Index (ABI) Report sheds light on the latest developments in the industry. Let&#8217;s dive into the key takeaways:</p>



<h4 class="wp-block-heading"><strong>Moderate Softening in Business Conditions</strong></h4>



<p class="wp-block-paragraph">Despite the ongoing challenges, the ABI score for August stands at 48.1, indicating modest softening in business conditions within architecture firms. This marks the eleventh consecutive month of relatively stable billings, following a robust growth period throughout much of 2021 and 2022. Additionally, signs suggest a potential slowdown in the pipeline of future projects. While new project inquiries remained strong in August, the value of newly signed design contracts declined for the first time since April, indicating fewer clients initiating new projects.</p>



<h4 class="wp-block-heading"><strong>Regional Variations</strong></h4>



<p class="wp-block-paragraph">Regional variations in business conditions are notable. Firms located in the West experienced an eleventh consecutive month of billing declines, while those in the South and Northeast maintained relatively stable billings. A significant shift occurred in the Midwest, which had previously reported robust billings for nine consecutive months but now faces declining conditions.</p>



<h4 class="wp-block-heading"><strong>Specialization Matters</strong></h4>



<p class="wp-block-paragraph">Specialization plays a crucial role. Firms specializing in multifamily residential projects witnessed softening conditions, while those focused on commercial/industrial projects reported billings growth for the third consecutive month. Institutions-oriented firms experienced modest declines.</p>



<h4 class="wp-block-heading"><strong>Broader Economic Overview</strong></h4>



<p class="wp-block-paragraph">August brought some moderation in the broader economy. Nonfarm payroll employment increased by 187,000 new positions, slightly below the previous year&#8217;s monthly average. The architecture services sector added 100 new positions in July, following a growth of 1,000 positions the prior month. Inflation showed a slight uptick, primarily driven by rising gas prices, although there were also minor increases in vehicle and food prices.</p>



<h4 class="wp-block-heading"><strong>Federal Reserve Insights</strong></h4>



<p class="wp-block-paragraph">The Federal Reserve&#8217;s Beige Book report for July and August indicated overall modest economic growth. Single-family residential construction has seen an uptick in some areas due to constrained housing supply. Nonresidential construction increased in certain districts, particularly in commercial construction.</p>



<h4 class="wp-block-heading"><strong>Exploring Outsourcing</strong></h4>



<p class="wp-block-paragraph">With staffing challenges persisting, a survey explored the outsourcing of domestic design work offshore. Only 16% of respondents reported current outsourcing, with multifamily residential firms and large firms being more inclined toward this practice. The majority of firms outsourcing were generally satisfied with the quality of work.</p>



<h4 class="wp-block-heading"><strong>International Projects and Billings</strong></h4>



<p class="wp-block-paragraph">A closer look at international projects revealed that just 8% of firms currently have billings from such projects. The majority reported billings remained consistent over the past six months.</p>

<h4 class="wp-block-heading">Architecture Firms Report Modest Billings Increase in March, According to AIA</h4>



<p class="wp-block-paragraph">The American Institute of Architects (AIA) recently released its report for March 2023, which shows that architecture firms saw a slight improvement in billings. Although this is positive news, the report also noted a decrease in new design contracts. It&#8217;s the first time since September 2022 that billings have improved.</p>



<p class="wp-block-paragraph">The billings score increased from 48.0 in February to 50.4 in March, indicating an increase in firm billings. However, new project inquiries grew at a slower pace, and the value of new design contracts declined from 51.3 in February to 48.9 in March.</p>



<p class="wp-block-paragraph">According to AIA Chief Economist Kermit Baker, Hon. AIA, PhD, &#8220;core concerns remain&#8221; despite the positive movement in architecture firm billings. Inflation needs to ease further for interest rates to return to more normal levels, and banking turmoil continues to hold back residential and commercial construction loans.</p>



<h4 class="wp-block-heading">Here are some key highlights from the report:</h4>



<p class="wp-block-paragraph">Regional averages: Midwest (51.4); Northeast (49.1); South (47.4); West (47.2) Sector index breakdown: mixed practice (firms that do not have at least half of their billings in any one other category) (53.9); institutional (48.8); commercial/industrial (49.7); multi-family residential (44.2) The regional and sector categories are calculated as three-month moving averages and may not always average out to the national score.</p>
